Apparently there's nothing official yet. There's been speculation that the lower gearing (rear axle ratio, to be specific) on the 28i wrecks the mileage formula. That seems plausible, and would explain the delay as BMW tries to figure out what to do about it. Bad EPA mileage numbers would surely hurt the sales of this car.
