It's the frequent, short trips that are killing your mpg. If you are constantly hitting traffic and stop lights you will struggle to get over 20 mpg.
Also, as your engine and drive train matures a bit you should see a slight improvement.
If your driving patterns stay pretty consistent you'd be a great candidate for a hybrid. They are great for frequent city commutes.
