The hesitation appears to be programmed as a fuel saving feature. I'm guessing some people rest their foot on the pedal using extra gas, so requiring someone to move the pedal past a certain point is to prevent gas usage from heavy foot? Assumption on my part, could be wrong.
The 35i I test drove did not have a lag, but I only had 2 pedal positions during my test drive.
