Snow Glare At Night

I was driving at night with the lamps set to Low Beams, all the way to the right. I encountered blizzard conditions with heavy snow fall. The glare from the headlights was so intense in front of the car that it was very difficult to see the road ahead in places where there were no other lights. I tried changing to Automatic but there was no improvement. The high beams weren't on.
Has any one else encountered this, is there a chance the lights aren't adjusted properly or was using low beams at the start a problem?
Later during lighter snow falls and in Automatic there was no problem.
