I occasionally have this problem in winter when it is very humid and then the sun comes out. There is a cover plate on the back of the headlight unit and I removed them and used a hair dryer to evaporate the moisture. I then placed a bag of Silica gel in each unit and replaced the cover. This seems to fix the problem for a year, at which point I just remove and re-bake the silica gel and fixed for another year.
Not ideal, but it is quite an easy fix.
