Actually the headrests do tilt, but only under certain crash conditions. There's a small pyrotechnic charge in the headrest that releases a tensioned spring, causing the headrest to move closer to the head. From the owner's manual:

Active head restraint
In the event of a rear-end collision with a certain
severity, the active head restraint automatically
reduces the distance from the head.
