Ahh, I never came back an updated this from months ago... Well, it did turn out to be a faulty sensor. There are two sensors and one of them was faulty which they fixed and I no longer have the issue. I ended up bringing my X3 in for really another reason (rear passenger window no longer when down smoothly) and they had to fix that, so they checked the fuel sensors too. It's all good now, but yes, not having a working gauge isn't a great idea.
