Actually they do. The base price (before tax) vary a bit. Countries with higher taxes actually have lower base prices. Not just BMW but everyone do that.
At the same time the standard eqipment on BMW's vary a lot between each country. Scandinavian countries ( Norway, Sweden and Denmark) plus UK have more equipment in the base models than eastern and southern parts of Europe
