Common in high density snowfall here in Finland. Even with oldtime halogens... the low beam creates a "wall of light" infront of you and you can't see a thing.
What you should do is turn off the lights and use fog lights only (and drive 20mph max, as fog lights are designed to illuminate only short distance).
