I've encountered this in New England Winters during a heavy snowfall. It's particularly disconcerting when the flakes appear to be coming straight at you (making it more difficult to focus on the road). The almost solid wall of reflected light makes it tough to drive. I would agree about trying the fogs at low speed (in the slow lane).
