FWIW, I tried the same switch in my '16 535d xdrive sedan with adaptive xenon headlights and it seems to works well - have rear fog lights and all other functions. However, the second (mystery) thumb wheel did not seem to affect the adaptive headlights.

The thumb wheel you are talking about does not affect adaptive headlights. Xenon Headlights (adaptive) automatically self level when the lights are switched on.
