My X3 35i has averaged almost 23 mpg since purchase in mixed driving. Fuel economy meets my expectations. I believe the X3 28i in spirited driving is not significantly more economical than the 35i.

I dunno it just feels slow. IF you use SPORt mode and floor it then yeah it goes hard but it just feel sluggish in normal driving.
