Haven't had this problem yet (no blizzards so far this year, and if there is one, I'm not going to be out driving around in it) but you did the right thing - just like in bad fog, you should always use low beams in that situation.
I am finding that even the low beams are quite bright - I've gotten flashed a few times from oncoming drivers as if I had high beams on.
I live in a hilly area and the lights are always readjusting their level as I go up or down hills.
