Like you said if you already have an M3 and are simply looking for utility then the 28i is adequate enough, buy it and never look back.
The only issue I have with the 28i is a matter of perception. I know the new turbo 4 produces more power than the outgoing engine but if you're going to spend around $50k for a car then you'll want some type of 6 cylinder. It's the same argument with the next gen M3, it will be a guarantee that the tri-turbo inline 6 will make more power than the outgoing V8 but people still aren't happy that BMW is putting a 6 cylinder in the new M3.

Worse, it's a 2-liter now. The 2013 MY engine lost 2 cylinders and 1L of displacement.
