Congratulations on your new X3, and I'm sorry about the paint bubble.
It seems BMW's QC slipped.
or could it be a paint problem that developed after manufacturing (ie. during transport)?
I also have a subtle paint blemish on my rear bumper (it is more like uneven paint surface rather than a bubble like that).
