Is it a dual-zone climate control i.e. passenger and driver sides has different temperature control?

My BMW 740i had a the same problem, and the way to fix that was to turn passenger side to minimum and drivers side to max for a few minutes, then reverse the temp settings and run it for another few minutes on max blower. This apparently balances the system.

If it's not dual-climate, try running it on max and then min for a few minutes. Alternatively the cooling system may need bleeding, but I don't know how to do that.

Last thought: check that your cooling system (the radiator header tank) has enough water in it.
