Stop/Start only kicks in when it's over four degrees. In traffic mine will switch off but then keep the engine on during subsequent short stops eg at lights that are causing a queue. I assume the computer senses that your stopping and starting a lot in short bursts therefore disables it in order to maintain battery charge.
