That is part of your air intake system. You can remove it. It would just change where the engine is receiving air from. With the plastic duct, it is sucking air from the front of the car which is cooler and air is being forced through the intake while driving. If you remove it, it will be sucking the hot air under the hood.
It looks like someone (not sure if you or previous owner) tore it and decided to fix it with duct tape.
