Question about replacement 19" wheels/tires on 2018 M40

Hi guys,

I had a blowout on my relatively new (15k) 21" front passenger tire (all-season Bridgestone Alenza RFT's) on factory rims. Now the dealer is telling me I have to replace all my tries as the rears are down to 3mm. This is really irritating to me because I spent $3k last year to buy new all seasons. And I'm not in a mood to spend another $3k a year later.

I'm thinking of switching to 19" wheels and non-RFT tires.

Will this combination work, specifically the wheels? The site said yes but I wanted to make sure it clears the brakes.
And do I need TPMS, I thought Canadian BMW didn't need them but I read conflicting information.
