The great thing about standards is there are so many to choose from. Turns out that either Europe doesn't follow ISO 3997 or it's more flexible than I thought. I'm not going to pay 50 Swiss Francs to get a copy of the standard to find out.
Anyway, here's a decoder for European Fords:
http://www.btinternet.com/~madmole/vindecoder.html. More importantly, there's a breakdown of the Euro VIN, which is different from the US one. Position 11 is the year and 12 is the month. There's a table at that link that explains the complex coding of those, but unfortunately it only goes through 2005.
